It is in the bottom left flower on the patch to the south-west of Mr Pokémon's house. On the way to Mr Pokémon, pick up the hidden potion. On this route, if you find a Level 4 Hoppip, kill it regardless of your stats (unless you already killed 2 Pokémon). Keep track of all the extra EXP you get from wild encounters and spinners before the Lighthouse. If you kill a Level 4 Hoppip you don't need to KO anything else.
